No proper conditions for democratic elections exist in Transnistria, Ukraine says

The Ukrainian President's Representative at the Transnistrian conflict negotiations, Ambassador-at-Large Dmitry Tkach, believes that no proper conditions for holding democratic elections have been created in the Transnistrian region yet.
The diplomat stated in his interview with BBC that when international fact-finding mission comes to the region, it will become clear what kind of democracy and electoral legislation exist in Transnistria.
Tkach said that Transnistria submitted its election law for analysis to Russia and the Organization for Security and Cooperation in Europe, and some remarks were made concerning the document, but the Transnistrian authorities seem to have ignored the remarks.
"At any rate, this is just a law. It is necessary to create conditions to make the mass media really free and independent, to let the civil society develop, and to take a due regard of all elements of democracy", Mr. Tkach said.
The Ambassador believes problems with realization of the Yushenko Plan of resolving the Transnistria conflict have emerged exactly in connection with the [December 11, 2005] elections to the Transnistrian parliament.
"It was our belief that we would manage to organize international control quicker. As for democratization of the Transnistrian society, this will need time", said the diplomat.
